Unusual and Unused "DECALCOMANIA" Folder of 4 Color German WCE Decals but no Ad Printed: from the 1893 Chicago World's Fair

surrounded by a large throng (front shown); back of folder blank. Germany:

Inside this folder are 4 unused color decals of WCE scenes mounted on a paper backing which give a dull sheen in reflected light all in a long paper strip with a printed black line at each fold (shown in a scan but best viewed with the unfolded strip photo from above). The strip is glued with a tab to the inside back cover of the folder (shown). A curiosity as no sponsor is listed so I don't know where or how this was handed out at the Fair.
